I tried what Moore suggested and it worked...then I tried to reorder them by using the same convention as the "naked" loadout by putting a number of front and that broke it. I then tried to redo my custom loadouts and still didn't work. The last thing I tried to get it working again was keep my existing custom loadouts and redo the "naked" loadouts and that seemed to work.

from what i've read it might be a modem problem. see if this helps
try limiting steams download speed
steam -> settings -> downloads tab
cut it to about half of your download speed you get with
speedtest.net
